April 28, 2025 Update
Last Wednesday, the contractor began installation of the new water main on N. Hoyne Avenue from W. Potomac Avenue. They were able to complete most of the first block working south toward W. Crystal Street. Work will continue through the W. Crystal Street intersection this week as the Water Department approaches completion of the first phase of water main installation at W. Division Street. The particulars have been updated below:
No parking signs
“NO PARKING” signs are currently posted on Hoyne, from Potomac to Division, from 4/23/25 through 5/23/25. Parking will be allowed outside of working hours (7am to 4pm) and over the weekend.
Lane closure and traffic control
Lane closers should be expected from Potomac to Division during working hours. The Water Department is expecting to have 1 emergency north bound lane open during construction hours. All cross streets and alleys will remain open.
Water shutdowns
All planned water main shutdowns will require a 3-day notification to the buildings involved. The Water Department does not anticipate any shutdowns at this time. Please remember there is always a potential for emergency shutdowns during any of the construction phases given the old infrastructure that is in the ground and being disturbed during excavation, if such occur notifications to all involved take place right away.
Pipe installation
Pipe installation has been completed for 2/3rds of Hoyne, from Potomac to Crystal. Work will continue south on Hoyne this week, through the Crystal intersection.
Water main testing
Once the dry pipe has completely been installed for each phase a testing phase takes place which normally lasts about a week. This includes pressure testing the pipe as well of disinfecting it. Additional time may be required if private drain work is needed and needs to be completed prior to any testing can occur.
Water service transfers/LSLR
Once the new pipe is approved for service in each phase the next main activity includes replacing the lead service lines for all buildings and reconnecting from the old water main to the new one. Depending on the number of water services to be transferred per block it can take the contractor about to three weeks to complete each block.
The estimated pipe phase schedule would be from 5/10/25 to 6/17/25 for phase 1, 6/17-7/25 for phase 2 and 7/27/25 to 8/18/25 for phase 3.
Final connection and concrete cap
Once all buildings have been transferred to the new water main there are a few more connections that need to take place to completely abandon the old water main from the existing water network. These shutdowns do not involve water interruptions for those that are already on the new water main but might impact buildings outside the project limits although still within the Ward’s limits. The Water Department will notify for all of these in advance and share the limits of those being affected.
